Urban Renewal in Ramat Yosef, Bat Yam

Ramat Yosef neighborhood, famously mentioned in Berry Sakharof’s song “Kama Yossi”, is about to undergo a major transformation. Ewave Nadlan is promoting a large-scale urban renewal project that will replace five old “railway” buildings — 90 existing apartments on 2, 4, 6, 8 HaTchiya Street and 8 Rahav Street — with a 30-story residential tower, several 10-story buildings in a mix of high-rise and low-rise construction, neighborhood development, and public spaces. In total, the plan includes approximately 370 new apartments.

The architectural design is led by Kislev K Architects. In a preliminary meeting between Ewave Nadlan (the developer), the District Planning Committee, and the Bat Yam Municipality, the construction scope was defined and the planning was approved in principle. The process now focuses on submitting annexes for the acceptance of a full set of plans and compliance with Standard 21.

About the Neighborhood:
Ramat Yosef is located in eastern Bat Yam, adjacent to the Ayalon Highway. Built in the 1950s and 1960s to house new immigrants, the neighborhood’s planning won architect Yitzhak Perlstein the Kaplan Prize in 1961. It is known for its low-rise housing blocks of 2–3 floors. Over the years, it was home to notable figures such as Israeli spy Eli Cohen and musician Berry Sakharof.

Urban renewal plans are expected to double the neighborhood’s housing supply from approximately 3,000 units to about 6,000 units within a few years.
